Update the azurelinux-3.0-net11.0-webassembly-amd64 prereqs image digest to the rebuilt image (dotnet/dotnet-buildtools-prereqs-docker#1679), which ships V8 15.1.103 instead of 10.8.168 so the wasm legs can run the newer wasm instructions and their V8 command-line flags.
